Bloggy Websites
If you want just another Wordpress website, this might be "the wrong place". I can't save you money. In most cases, you can create such a website yourself, and if not obvious, by buying a few modules. In many cases, such websites run very sluggishly, so you probably want to find an internet service provider which has been "optimized" ( Google for Bluehost Google for Dreamhost ) for Wordpress. There is a substantial profit-oriented industry surrounding Wordpress. Wordpress will run on "free" servers, but it won't run well nor will Google find it very impressive and nobody will find you.
Clouded Thinking
The "cloud" describes purchasing boatloads of DIFFERENT internet services from different vendors at different addresses (URLs) on the internet. If you have such an application, I'm happy to maintain, replace or repair it.
The cloud is not my first choice for simple pages like Contact Us, databases, or forms to fill-out. In fact, the cloud makes these simple functions fairly difficult because you are always sending traffic between different servers; the networking may cause delays, and each individual server may be busy too! You get your response with irregular timing and there is nothing you can do about it.
Incremental Improvement
Fix your existing website, first, as cheaply as possible.
Once repaired, you can build-on additional capabilities to make your business run well.

Responsive Websites
Phones are incurably small. There are many approaches to this problem, but, again, which is right for you depends on your website. In most cases, though, three, very simple abstractions will handle most of your needs: shrink pictures to the width of the phone, hide text, or force the page into a long skinny display that a phone browser knows how to display. It is not rocket science.
"mobile-first" is a scam to "dumb-down" your website so that it has very few moving parts and can be implemented on a phone. Well-implemented for mobile is a much better choice. If you want to run your website on older, non-standard Chinese phones (or Opera mini, a browser), though, you need to find someone else... these devices are so different that it can easily "wreck" normal websites to accommodate the minority. Many Chinese have figured this out, too, and are dumping the non-standard devices.
SEO
The days of early, easy wins in Search Engine Optimization (SEO) are gone. Google, Bing, and DuckDuckGo use advanced statistics and AI to give users what they want. THAT is the "trick". Hone your search terms to exactly what you can provide (and all of the many, many synonyms, too).
